My experience with real estate agent Rick Perk during the viewing of the studio apartment at Wannerplein 44 in Heerlen was very disappointing. During the viewing and the purchasing process, Mr. Perk knowingly and deliberately concealed serious defects in the property. For example, I wasn't told that the current old central heating boiler cannot be connected to an HR boiler at all and that the entire installation must be replaced, which entails a cost of approximately €20,000. When I asked to have a structural survey carried out, this real estate agent refused to allow it with the story that it was not necessary. He tried to keep this serious limitation hidden for the sale. Also, the necessary VVE (Homeowners Association) and sales documents were deliberately not provided, despite repeated requests from my side, so that this limitation is not made known through the minutes of the residents. In addition, he himself spontaneously determined an amount of €15,000 for the parking garage and refused to show proof showing that the parking garage is being sold for this amount. It is obvious that the amount of the parking garage is much lower than his amount; when I requested the documents from the VVE and from the parking garage, he got into trouble and decided to reject my offer so that his fraud remains hidden from me. The studio apartment is sold with a project notary, and the amount of the notary by the seller must be paid, Mr. Rick wanted me to pay these costs myself €2500 euro. The property needs to be heavily renovated immediately (with more than €35,000 in costs for kitchen, floor, bathroom, plasterwork and many more repairs, excluding the cost of the central heating boiler). Mr. Perk seemed to think he could manipulate and swindle me as a foreign buyer into agreeing to an excessively high price of €132,500 plus €15,000 for a parking space. After I accidentally discovered the limitations and lowered my offer to €115,000 euro (excluding parking costs €15,000 euro), my offer was rejected without good reason after a week with the argument that the owner no longer wanted to sell the property because I had withdrawn my previous offer of €132,500. This feels to me like a choice between fraud or not selling the property. This real estate agent is unreliable. I advise everyone to be very careful when dealing with him and always have an independent structural survey carried out before proceeding.
