The buyer is up against the wall. Homes are scarce, and then you just accept the costs. That's exploitation. Of course sellers are happy with an imposed purchase broker that the buyer doesn't want but gets shoved down their throat. What the ultimate height of the fee (which is again called brokerage, very confusing) is, is nowhere clear. If you dig deep you find 10% on a house of €200000. That promises something for the buyer.
